What is MS 1514 (GMP)?
MS 1514 is the recognized Malaysian Standard for Good Manufacturing Practice (GMP) regarding food. It establishes the fundamental operational and environmental conditions required to produce food that is safe and suitable for consumption.
Core Purpose: It defines the baseline hygiene and processing requirements for food premises, often referred to as a “Prerequisite Program” for higher standards like HACCP.
Primary Objective: To ensure that products are consistently produced and controlled according to strict quality and hygiene standards, minimizing risks involved in food production that cannot be eliminated through testing the final product.
Applicability: Essential for all food manufacturers, processing centers, and packaging facilities in Malaysia seeking to demonstrate compliance with national hygiene regulations and best practices.
Benefits:
Foundational Compliance: Ensures your facility meets the hygiene requirements set by the Ministry of Health (MOH) and Malaysian regulations.
Prerequisite for HACCP & Halal: MS 1514 is often a mandatory stepping stone before obtaining HACCP (MS 1480) or Halal certification (JAKIM often requires GMP compliance).
Minimize Product Recalls: Reduces the likelihood of food contamination, spoilage, and costly product recalls by maintaining a sanitary environment.
Enhance Brand Reputation: Demonstrates to consumers and retailers that your products are manufactured in a clean, controlled, and safe facility.
Operational Consistency: Standardizes cleaning, sanitation, and maintenance procedures, ensuring that every shift operates to the same high standard.
The Certification Process
Step 1: Gap Analysis
We conduct a site visit to evaluate your facility’s current infrastructure, layout, and hygiene practices against MS 1514 requirements. We identify physical and procedural gaps that need attention.
Step 2: Awareness Training
We provide essential training for your staff on GMP principles. This covers personal hygiene, sanitation, waste disposal, and pest control to ensure every employee understands their role in maintaining cleanliness.
Step 3: Document Support
We assist in developing the required documentation, including Standard Operating Procedures (SOPs), Sanitation Standard Operating Procedures (SSOPs), cleaning schedules, and maintenance records.
Step 4: Internal Audit & MRM
We conduct an Internal Audit to verify that your hygiene controls are effective and documented correctly. We then facilitate a Management Review Meeting (MRM) to address any issues prior to the official assessment.
Step 5: Final Audit
An external auditor (from an accredited certification body) assesses your facility. They will inspect the physical site and review your records to validate full compliance with MS 1514.
Step 6: Success
Upon successful completion of the audit and site inspection, your organization is officially awarded the MS 1514 (GMP) Certification.
Frequently Asked Questions (FAQ)
Q: What is the difference between GMP and HACCP?
A: GMP is about the environment (is the factory clean? are staff wearing hairnets?). HACCP is about the process (is the food cooked at the right temperature?). You need GMP before you can do HACCP.
Q: Is GMP mandatory?
A: In many countries (including Malaysia), GMP is the minimum requirement by the Ministry of Health to operate a food factory legally.
Q: Does this cover pest control?
A: Yes. GMP requires you to have a system to keep rats, flies, and cockroaches out of your factory.
Q: How long does the certificate last?
A: The certificate is valid for 3 years, but you will have a check-up audit once a year to make sure you are keeping the factory clean.
