What is MeSTI Certification?

MeSTI Certification (Makanan Selamat Tanggungjawab Industri) constitutes a foundational food safety assurance mechanism which verifies that food premises operate in strict adherence to hygiene and safety standards. Governed in Malaysia by the Ministry of Health (KKM/MOH), MeSTI requires food premises to implement a structured Food Safety Assurance Program to ensure food produced is safe for consumers. It helps businesses meet the Food Hygiene Regulation 2009 and maintain compliance with local regulatory requirements.

Core Purpose: To act as a basic food safety certification that helps food industries comply with Malaysian food hygiene regulations before moving to higher certifications like HACCP or GMP.

Primary Objective: To implement a food hygiene management and operations management system covering food safety protection, food quality, and food safety throughout the production process.

Applicability: Highly recommended for small and medium-sized food manufacturers (SMEs) involved in production, processing, packaging, storage and distribution. It is mandatory for any entity without another Food Safety Management System already in place.

The Certification Process

Step 1: Online Registration
Visit the Ministry of Health’s Food Safety and Quality Division portal (FoSIM), create an account, and fill in accurate business and personal information.

Step 2: Document Preparation & Submission
Submit required documents, typically including company registration details, a factory layout plan, list of products, and a drafted Food Safety Assurance Program (Program Jaminan Keselamatan Makanan, PJKM) manual. This includes a Food Safety Plan covering Good Manufacturing Practices (GMP) and Standard Operating Procedures, employee health records, and premises cleaning records.

Step 3: Document Review
MOH officers will review submitted documentation for completeness and initial compliance, and may request clarifications or amendments before you can proceed.

Step 4: On-Site Audit
Qualified MeSTI auditors from the MOH will visit your premises to conduct a thorough on-site inspection verifying that actual practices match documented procedures, including facility hygiene, worker practices, equipment condition, storage, and pest control.

Step 5: Resolving Non-Conformities
Following the audit, officers evaluate compliance against MeSTI standards and issue a report detailing any non-conformities, which must be addressed within a given timeframe. A follow-up audit typically allows companies up to three months to resolve any nonconformances.

Step 6: Certificate Issuance
Once approved, the MeSTI certificate will be issued within 13 working days, excluding the mentoring and compliance audit period. The overall process, from submitting a complete application to obtaining certification, typically takes 1 to 3 months depending on the company’s preparation level. The facility will then be subject to annual surveillance audits, and failure in a surveillance audit can lead to certificate suspension or revocation.

Frequently Asked Questions (FAQ)

Q: Do I need Muslim staff to get MeSTI certified?
A: No. Unlike Halal certification, MeSTI has no requirement for Muslim staff or an Internal Halal Committee. MeSTI is a hygiene and food safety scheme administered by the Ministry of Health, separate from the Shariah-compliance requirements under JAKIM.

Q: Does MeSTI only apply to meat or packaged food?
A: No. MeSTI applies broadly to businesses involved in production, processing, packaging, storage and distribution of food. Every food processing, producing, and packaging facility owner is expected to plan and maintain a food safety assurance program under it.

Q: Can I apply for MeSTI if I don’t have GMP or HACCP?
A: Yes — in fact, that’s the typical path. MeSTI is ideal for small and micro food businesses that do not already have a Food Safety Management System in place, and it’s designed as a basic food safety certification to help food industries comply before moving to higher certifications like HACCP or GMP.

Q: How long does the certificate last?
A: Once approved, the MeSTI certificate is valid for three (3) years, though certified premises remain subject to monitoring and compliance checks throughout the certification period, and renewal must be done before expiry to avoid disruption to business operations.
